According to Tradition, San Marino was founded in AD 301 when a Christian stonemason named Marinus the Dalmatian founded a small community on the peak of Mount Titano. In time, the area was renamed "Land of San Marino". The original government structure was composed of an assembly known as the “Arengo”, which consisted of the heads of each family. Eventually it relinquished its power to the Great and General Council (“Consiglio Grande e Generale”). In year 1243, the first Captains Regent (“Capitani Reggenti”) were appointed by the General Council, and this method of appointment remains in use till this day. The Captains Regent are the Head of State of the Most Serene Republic of San Marino.

The Consulate General in Malta was established after an Exchange of Notes dated 7 December 1981 for the establishment of official relations at consular level between the two States.

It exercises jurisdiction over the entire territory of Malta.

A treaty on Relief on Double Income Tax was concluded on 3 May 2005, later amended 10 September 2009.

The first Consul General was Baron Salvino Testaferrata Moroni Viani (Knight Grand Officer of the Equestrian Order of St. Agata of San Marino). His son Martin, already Consul, was appointed in his stead on 31 October 2005.
